After many months of negotiations, the police union contract was ratified.

President Murawski entertained a motion authorizing the village president to execute the contract after union officials have signed the six-year contract.

FLORAMO RESOLUTION

A resolution advising Carolina Casualty Insurance Company that the village will draw $5000 on Floramo Construction Company's $115,000 bond was read. A required $5000 payment to cover ongoing legal and engineering fees was missed.

CSDVCDBG REHAB PROGRAM

A letter regarding the Chicago Southland Development Inc. administration of the Community Development Block Grant/H.O.M.E. funds for single-family rehabs was received. Additional funds were received for the program. Last year Midlothian had largest number of rehabs, 10, thanks to the Midlothian Building Department. A resolution was read endorsing continuation of this program through HUD fiscal year 2007.

LUMINARIA

A request from Lenny Feil, Chairman of Luminaria to conduct annual sale of luminaries on Sundays, December 15 and 22 from 8:30 a.m. until 1:15 p.m. in St. Chris parking lot. Luminaria also requests a no fee permit to put up Luminaria signs and pick-up signs along with an article in the Tartan Tidings and an announcement of both sale dates on the Village of Midlothian sign. Lenny Feil also asked if the Village of Midlothian would again purchase luminaries.

President Murawski entertained a motion to grant permission as requested and funds in the amount of $625 for the purchase of Luminaria to be placed around public buildings.

CHICAGO SOUTHLAND CHAMBER

CHAMBER CHRISTMAS

The Midlothian Area Chamber of Commerce requested permission to hold the annual Tree Lighting Ceremony and Santa Parade on Saturday, December 7,2002 with the parade stepping off at 3.30 PM from Mid-Oak Plaza and Grill's Hardware enroute to the Village Green for the Tree Lighting, followed by the traditional cookies and cocoa in the Fire Station. By copy of the letter Lenny Feil, Executive Director of the Chamber was asking for assistance and cooperation from the Midlothian Police Department with the parade.

President Murawski was copied on correspondence to Treasurer Borne regarding the IMLRMA 2003 Renewal with one coverage change: terrorism exclusion ($10,000,000 limit on terrorism). There will be a 13% increase for coverage in 2003. Based on the minimax program, our total rcnewal amount, making the minimum contribution will be $268,23 1, which President Murawski recommends paying in two installments.

A request from Superintendent Hansen to replace two vehicles was read. Proposals from State Purchasing, Fairfield Ford, and Midlothian Dodge were received on a 1999 Ford Explorer and a 1999 Dodge Ram 2500 with a snowplow. $22,501.00 on a 1999 Dodge Ram from State Purchasing and $23,234.00 on a 1999 Ford Explorer from Fairfield Ford were the low proposals. The existing vehicles would go to the SSMMA Municipal Auction in May.

President Murawski entertained a motion to concur with Superintendent Hansen's recommendation and purchase the 1999 Ford Explorer from Fairfield Ford and the 1999 Dodge Ram 2500 with snowplow from State Purchasing.

A resolution authorizing participation by the Village in the County Grant for Obtaining Equipment for Criminal Apprehension Booking System and Related Services was read.

SOUTH SUBURBAN MAJOR CRIME TASK FORCE

An intergovernmental agreement to have the Village take part with 40 other communities in the task force along with an invoice in the amount of $3000 to cover the initial expense and initial training was presented. Radio equipment so all departments are on the same band is also included.

President Murawski entertained a motion to authorize the Village President to enter into and sign the intergovernmental agreement joining the South Suburban Major Crime Task Force.

The property is tax exempt for 1998. An invoice in the amount of $2727.45 from Attorney Sullivan for services from September 1997 to the present for handling the tax exemptions was included with the memo.

Trustee Wilkins read a request from Chief Mandarins to purchase 30 sets of turnout gear to comply with NFPA Standards. Quotes were received from AEC at a total of $24510 and Global at a total of $23092.50.

President Murawski entertained a motion to concur with the Chief and purchase the gear from Global.

President Murawski entertained a motion to concur with the recommendation of Superintendent Hansen and install the walkways.

Trustee Kreis read a request from Cheryl Jordan to purchase two diaper changing tables and two towel dispensers for Raday Lodge at a cost of $650 from Northwest Enterprises.

President Murawski entertained a motion to authorize the manager of Raday Lodge to purchase the changing tables and towel dispensers as discussed.

Trustee Kreis reminded everyone of the Senior Luncheon on August 14th to be catered by Bartolini's. Cheryl Jordan was complimented on the job she is doing at the Lodge and with the seniors.

Illinois Library Systems Funding Crisis

As you know, the State of Illinois is experiencing serious financial problems.  This situation is having an immediate effect on public libraries.  Despite not having a budget increase in the last 20 years and surviving a substantial decrease last year, Illinois' nine library systems have cut nearly all staff and services.  This includes our system, the Metropolitan Library System (MLS).  Two of the most important services impacted by this lack of state funding are the shared online catalog 9SWAN) and van delivery of materials between libraries in the state (Interlibrary Loan).  MLS has made it their priority to try to keep these two services going as long as possible.  The possible effects of this lack of funding MAY be:  Limits to the number of items that may be borrowed from other libraries; Longer waiting periods for items requested from other libraries; The elimination of special programs, such as the Museum Pass program; The elimination of some databases and group purchases that had been administered by MLS.

If you feel that it is important for these services to be maintained, please contact your state legislator and Governor Pat Quinn and ask the state to release the funding that was budgeted for library systems for this year.

St. Stephen Lutheran Church "Feet For Food"

The parishioners of St. Stephen Lutheran Church, are trying to do something to help the needy.  They are holding the 2nd Annual "Feet for Food" UST&F certified 5K run/walk fast course with rolling hills in Midlothian on Saturday, November 27 beginning at 8 AM.  This fundraiser will benefit the St. Stephen Lutheran Church Food Pantry so that it can continue helping the people of the community in need.

Registration/entry frees are as follows:

$20 for registration after August 15, 2010
$10 for children's race (ages 10 and under).

Check-in time and same day registration (cash only) from 6-7:45 AM on Saturday, November 27th.  Parking at St. Christopher's lot.

Roesner Park Grand Re-Opening October 2!

On Saturday, October 2, the Midlothian Park District officially re-opened Roesner Park following a $300,000 renovation.  The renovation was part of the park district's 2008 Master Plan. The Park District Board of Commissioners welcomes members of the Laurence Roesner Family who were on hand to re-open the park that was named for their grandfather in 1968.  Other elected dignitaries who joined in the festivities included State Senator Maggie Crotty, State Representative Bill Davis, Mayor Terry Stephens, Chief Vince Schavone and the Village Trustees.  The American Legion Post 690 present the colors.

The redevelopment project was designed by Sarah Huth of Design Perspectives of Naperville.  The design of the new park is meant to remind us of Midlothian's roots as a farming community that developed around the railroad.  Keeping with that theme, the 2-5 play structure is a train and a ticket booth while the 5-12 structure is a barn and silo.  Other amenities at the site are a shelter, picnic tables, a 1/5 mile walking path, decorative fencing and landscaping.  The picnic table, bench and triple climber donated by Bob and Sandy Olson were incorporated into the new play areas.

The redevelopment of this property is made possible because of early residents who cared about recreation and made sure that property was set aside for future generations to enjoy.  When Midlothian was a young community, American Legion Commander Ken Sidell and Fred Baker convinced developer John Robertson to donate a plot of ground as a play ground.  These men then gave the property to the Village of Midlothian in 1928 with the stipulation that it remain a recreational area.  In 1963 the Village gave the property known as Springfield Park to the Midlothian Park District.  In 1967 the Midlothian Park District changed the name to Laurence Roesner Park in honor of Laurence "Duck" Roesner.  Duck Roesner was a Midlothian resident who volunteered his time to maintain Springfield park.  He was also a volunteer fireman for the Village of Midlothian.

October 3-9 was 2010 Fire Prevention Week.  This year's theme was "Smoke Alarms - A Sound You Can Live With!" Fire Prevent Week 2010 focused on educating people about the importance of smoke alarms and encouraging everyone to take the necessary steps to update and maintain their smoke alarm protection.  Smoke Alarms save lives.  Almost two-thirds of home fire deaths resulted from fires in homes with no smoke alarms or no working smoke alarms.  When there is a fire, smoke spreads fast and you need smoke alarms to give you time to get out.

1.  Install smoke alarms in every bedroom, outside each separate sleeping area, and on every level of the home, including the basement.
2.  Test smoke alarms at least monthly by pushing the test button.
3.  Smoke rises.  Install alarms high on a wall or on a ceiling.
4.  Replace batteries in all smoke alarms at least once a year.
5.  Be sure the smoke alarm has the label of a recognized testing laboratory.
6.  If cooking fumes or steam sets off nuisance alarms, replace the alarm with an alarm that has a "hush" button to reduce the alarm's sensitivity for a short period of time.
7.  An ionization alarm with a hush button or a photoelectric alarm should be used if the alarm is within 20 feet of a cooking appliance.
8.  Smoke alarms that include a recordable voice announcement in addition to the usual alarm sound may be helpful in waking children through the use of a familiar voice.
9.  Smoke alarms are available for people who are deaf or hard of hearing.  These devices use strobe lights.  Vibration devices can be added to these alarms.

A highlight of Fire Prevention Week was the Midlothian Fire Department Pancake Breakfast.  Our firefighters wore their chef's hats as well as their fire hats.  They do an excellent job cooking up pancakes, sausage, and all the trimmings for you and your family to enjoy and everybody had a great time.

Beware Of Debt Settlement Scams

The Attorney General's office warns that debt settlement companies make tempting promises, but they seldom deliver.  A new Illinois law provides consumers with protections against debt settlement scams, including a prohibition on upfront payments; however, there are better solutions to your financial problems than signing a contract with a debt settlement company.

Consumers who rind themselves under a mountain of unsecured debt, particularly credit card debt, may be tempted to turn to companies that offer debt settlement.  Debt settlement firms claim to be able to arrange deals with creditors to satisfy consumer debts at reduced amounts.  Once hired, they typically will advise you to quit paying your monthly credit care bills and instead pay the money into an escrow account to accumulate a lump sum (ostensibly to make your final payment).  They tell you that they will negotiate with your creditors and convince them to accept partial payment in full satisfaction of the amount you owe.

What all too often happens is that these companies take your money and leave you even in deeper debt.  In the classic debt settlement scam, the first thing the company will do is charge you a wide variety of non-refundable fees.  These include a hefty up-front fee (often 10-15% of your total debt), fees to set up escrow accounts, and even monthly "maintenance" fees.

Meanwhile, if you do as advised and quit paying your creditors, late charges and finance charges will begin to accrue on your credit card balances.  To make matters worse, many credit card companies simply refuse to work with debt settlement firms and instead choose to sue the card holder for the balance due.

A new law went into effect in August that clamps down on the debt settlement industry's abusive practices and requires all debt settlers to provide common sense consumer protections if they want to do business in Illinois.  This tough new law:

1.  Prohibits all upfront and monthly fees, except for a one-time $50 application fee;
2.  Caps fees at 15% of the savings achieved from settling a debt, ensuring that a debt settlement company only gets paid when it does what it promised to do;
3.  Allows consumers to cancel a contract at any time, with a prompt refund of fees.

If you come across a debt settlement company that fails to offer one or more of these legally required protections, it's a sure sign you are dealing with a scam.  Stay Away! You would be better off considering one of these alternative sources of help instead:

1.  Contact your credit card companies directly to see if they offer repayment programs for struggling consumers.  Many do.
2.  Talk to a reputable, licensed and bonded credit counselor.  Contact the National Foundation for Credit Counseling at 1-800-388-2227 and the IL Department of Financial & Professional Regulation at.
3.  Check with the Better Business Bureau and/or the IL Attorney General's Consumer Fraud Bureau by calling 1-800-243-0618.

Midlothian Veteran's Committee Resource Fair - All active and inactive military personnel along with one family member are invited to attend this informative event.  Light refreshments will be served.  Representatives from the following agencies will be on hand to assist and provide information: Veterans Benefit administration (VA,disability, education benefits, compensation claims, home loans); IL Department of Veterans' Affairs (State benefits & programs); Jesse Brown VA Medical Center; VFW and American Legion.  The Midlothian Veterans' Committee would like to establish a database of all veterans in order that their needs can be matched with agencies that have the resources to address the needs.  7:00Pm at Raday Lodge

13 Ways To Be A Good Neighbor

1.  Keep your swimming pool clean, running and inaccessible to children.
2.  Obtain a pet license for all dogs & cats.  Clean up after your pet.  Keep pets from roaming lose or barking excessively.
3.  When parking, don't block the public sidewalk or a private driveway.
4.  Regularly now your lawn.  Keep your property clean.  Keep tree branches & shrubbery trimmed.
5.  Keep the exterior of your house in good repair.  Call the Building Dept. to see if any permits are required for repairs, remodeling or construction.
6.  Be sure you address number is readable & well lit so emergency personnel can find you if necessary.
7.  When selling property be sure to request a final water reading , pay your bill & obtain a no fee transfer stamp.
8.  Place trash by the curb no earlier than 6pm the evening before pickup.  Put containers away by 8 PM after pickup.
9.  Do not park/store commercial or inoperable vehicles or do major repairs on them.  Park campers or RVs in side or rear yards on approved surfaces.
10. Before constructing a fence, have property surveyed.  A fence permit is required.
11.  Be sure to have working smoke & CO detectors.. Replace batteries regularly.
12. Respect your neighbors.  Keep your music from disturbing them.
13. Remove seasonable decorations no later than 60 days after the holiday.

Midlothian Historical Society

The Midlothian Historical Society has lost another good friend.  One of the Historical Society's founding commissioners, a driving force, and its former Chairman, Dorothy Wagner Oleshko, passed away on September 2nd at the age of 87.  Dorothy was a Midlothian kid who was totally committed her whole life to making her hometown the best it could be.  With her late husband Wally, she was one of our homegrown gems.  Both Dorothy and Wally Oleshko have an incredible record of volunteerism and involvement in this community.  The Park District Maintenance Garage on Kedzie is named in honor of Wally.

Dorothy and Wally Oleshko raised their 5 daughters and 1 son in Midlothian.  They were involved parents, and so Dorothy volunteered at St. Christopher School, served on the School Board there, was an officer in the Babe Ruth Baseball League, held many offices in the St Christopher Rosary/Altar Society, formed the first choir at St. Christopher Parish where she also was a volunteer for everything imaginable.  Dorthy also sang with other choirs and volunteered at Oak Forest Hospital for 10 years.  A prolific writer, Dorothy's works frequently appeared in the church bulletin and newspaper.  She is also a published poet in "Poetic Voices of America."

Along with Maribeth Ziebell, another lifelong resident who passed away in May of 2009 at the age of 90, Dorothy served the Historical Society as a valuable eyewitness to Midlothian's history. Dorothy and Maribeth are both sorely missed, but fortunately their legacy lives on at the Midlothian Historical Society.  Stop by on the first or third Saturdays of each month from 11 AM until 2 PM and take a look.  And, a word to Dorothy and Maribeth - "Thanks for the memories."
